A bulk tank test happens after the decision it is checking has already been made. By the time the sample is pulled, the milk from every cow in that string is already mixed, already loaded, or already on its way to a processing plant. The test can catch a mistake. It cannot prevent one, and it cannot, on its own, tell you which cow caused it.

A positive result at this stage is not a warning. It is a confirmed problem in milk that, in the plant-level case, may already be difficult to separate from milk that never should have been implicated.
Some testing does happen closer to the source — a screening test at pickup, for instance — but even that is a checkpoint after the fact, run on milk that has already left the animal and already been pooled with the rest of the string. Nothing about a residue test is designed to catch a mistake before it happens. Every version of it is a check on a decision that was already made at the parlor, earlier, by whoever decided whether a treated cow's milk went into the line.
A positive result asks a question your record has to already answer
When a load tests positive, the question that follows is not "was there a residue" — the test already answered that. The question is which animal or animals contributed it, and that question can only be answered by a treatment record that already exists: which cows were treated, with what, on what date, and whether their milk was correctly diverted at every milking since. A herd without that record cannot answer the question at all, and "we don't know which cow it was" is not a position any dairy wants to be in when a load has already been rejected.
The stakes of that answer are also not evenly distributed. A herd that can immediately name the one cow whose milk should have been diverted has a contained, explainable event. A herd that cannot narrow the search at all leaves every recently treated animal under suspicion, which draws the investigation out and widens its scope well beyond what a good record would have contained it to.
What the bulk tank cannot tell you, and what your log has to
The test measures the tank, not the cow. It has no way to distinguish a single treated animal whose milk was missed from a broader problem across the herd — that distinction comes entirely from the treatment log, cross-referenced against who was actually milked into that tank on that day. This is the practical reason the diversion record and the treatment record have to be the same document, or at least reconcilable against each other quickly — an investigation moves fast, and a herd reconstructing which cows were treated from memory is starting from a worse position than one that can pull the log immediately.
The load is bigger than the animal
A single missed diversion does not cost one cow's milk. It costs the tank, and on a shared route, potentially the truck — milk from multiple farms combined before testing. This is worth sitting with, because it changes the calculus on how much diversion discipline is warranted for a "low-risk" treatment. The financial exposure of one missed cow is not the value of her daily milk. It is the value of everything she was pooled with.
Testing is a backstop, not a plan
None of this is an argument against testing — bulk tank and in-line testing catch real problems and protect the whole supply chain. It is an argument against treating testing as the control, rather than as the last line behind one. A herd that relies on the test to catch mistakes, rather than on diversion records to prevent them, is choosing to discover a residue problem at the most expensive possible point: after the load is combined, after it has traveled, and after rejecting it affects more than the herd that caused it.
A useful way to think about the relationship is that testing tells you whether the system worked; it does not run the system. Diversion at the parlor, cross-checked against a treatment log, is the actual mechanism that keeps residue out of the tank in the first place. Testing is the audit of that mechanism, run at a point in the process where a failure is already expensive.
